The Oxbow Center is a multi-agency human services consortium providing health and human services to the elderly, disabled, and disadvantaged within a seven-county area.  Representatives from the consortium agencies serve on the Oxbow Corporation’s Board of Directors.  In 1990, the Oxbow Center was created through a Virginia General Assembly planning grant awarded to the Virginia Department for the Aging.

The Center opened in 1995 as a result of years of planning by the consortium and by state and local legislators.  The center serves people living along the border areas of Planning District I and Planning District II.  These border areas historically have been either un-served or underserved by local agencies because of insufficient funding. 

The Oxbow vision is flexible and creative, grounded in the belief that those in our region are best served by sharing, cooperation, collaboration, and coordination.  Oxbow member agencies share staff, space, transportation, training, and other resources to deliver services to those in need.

Oxbow consortium agencies believe strongly that county lines and planning districts lines are artificial boundaries that should not serve as barriers to people in need of services.  The Oxbow agencies and their staffs, as well as the actual Oxbow Center staff, are firmly committed to the Oxbow vision.
